Elliot Brooks Founder & Managing Director

Elliot founded EPC Construction Consultants in 2017, with the vision and core values necessary to build a multi-disciplinary construction and property consultancy.

Experienced, personable and committed, Elliot and his team of experts can deliver excellent service day-in, day-out. Elliot’s intrinsic love for ‘building things’, provides all the motivation necessary to deliver a top quality service.

With a strong background in pre and post-contract commercial management, Elliot has worked for a number of regional contractors as well as national house builders, delivering schemes up to £50m.

Having a varied background from new-build city centre high rise, to rural conversions, Elliot is well placed to add value to any project.

Having worked on a variety of schemes and alongside a number of professional service providers, my extensive experience enables me to identify scenarios or incidents that we, as a business, can improve upon.

The one thing that has been consistent throughout the successful delivery of any project, is the quality and consistency of communication.

I founded EPC Construction Consultants to bridge the gap between excellent service and equally effective communication. Offering a combination that provides our clients with a personable and experienced consultancy firm, that they can trust.

Matthew Fox Director

Matthew heads-up our client-side operations and specialises in providing clients with Project Management, Contract Administration, Employers Agent and Principal Designer services.

Matthew’s wealth of experience in Master Planning, Programming, OJEU Procurement, Partnering, Phased Regeneration Schemes and specialist requirements such as Healthcare, Education and RSL, gives us a great platform to serve all types and sizes of clients in both the private and public sector.

With his 17 years in the industry and chartership with the RICS, Matthew’s credentials really bolster the team offerings.

Andrew Rhodes Head of Pre- Construction

Andrew heads up our Pre-construction operations with a strong skillset in tendering, estimating and a sound knowledge of construction technology.

Andrew is one of our longest standing team members and has become a true specialist in tendering and estimating, leveraging his trade background and industry best practices to deliver accurate and competitive project proposals time-after-time.

His ability to foresee potential challenges and devise proactive solutions has earned him the respect of colleagues and clients alike.

Oliver Cornaby Quantity Surveyor

Oliver is a proficient Quantity Surveyor, with 9 years industry experience as a Main Contractor’s QS and varied project experience.

With a First Class Degree in quantity surveying and several other vocational construction-focused qualifications, Oliver is a diligent member of the team, well versed in commercial management and all the day-to-day duties of a time-served QS.

Daniel Fowler Consultant Quantity Surveyor

Dan has been involved with projects on behalf of EPC for several years and has a solid CV when it comes to commercially managing projects through the construction phase.

Dan is an accomplished QS with wide ranging project experience, dealing with projects in city centre locations, with several stakeholders and sizeable project values.

Gavin Walters Consultant Quantity Surveyor

Gavin is an experienced and highly capable Quantity Surveyor. With a varied career spanning 36 years, he has worked for several of the major contractors in the UK, in both a PQS and contractors QS capacity.

Gavin has held almost every role there is in construction, successfully, and over most construction disciplines, forms of contract, and forms of procurement. This includes multi storey city centre projects for Tarmac, Thomas Vale, Morgan Sindall, Willmott Dixon, Kier Major projects and Winvic.

Alex Henrich Trainee Quantity Surveyor

Alex joined the company in early-2023 starting out on his journey to become a Quantity Surveyor.

With a strong academic background including a 1^st class degree in Economics, Banking and Finance, Alex is now studying part-time for his master’s in quantity surveying, which will complete a solid educational foundation for is ‘on the job’ experience.

With a keen eye for detail and a passion for numbers (and spreadsheets!), Alex is already making strides in mastering the intricacies of quantity surveying and has relished the opportunity of being ‘dropped into the deep end’, demonstrating a good understanding of the day-to-day processes and the challenges involved in the commercial management of construction projects.

Brent Millman Project Manager

Brent joined the business in March 2022 and has been dedicated to the delivery of one of our projects in South Shropshire, involving the complex conversion of an existing Georgian estate house (and outbuildings) into seventeen apartments for open market sale, in a sleepy village south of the historic Market Town, Ludlow.

With a strong background in Health and Safety compliance, as well as managing sites of varying shapes and sizes Brent has all the credentials for successful project delivery.
